The US-China AI gap closed. The responsible AI gap didn’t

The technological race between the United States and China in artificial intelligence has reached a new milestone: the performance gap has essentially disappeared. Stanford University’s latest AI Index Report documents how the two nations have alternated in leading positions throughout 2025, marking the end of clear American dominance in AI model capabilities.

This shift represents more than a simple changing of the guard. While the United States continues producing more top-tier models in absolute numbers, Chinese developers have demonstrated they can match American performance benchmarks consistently. The competition unfolds against a backdrop of extreme supply chain concentration, with Taiwan’s TSMC manufacturing virtually all advanced AI chips that power these systems. This dependency creates a single point of failure that could disrupt global AI development regardless of which country leads in model performance.

Yet the report’s most troubling finding concerns what researchers term the “responsible AI gap.” Despite the industry’s eagerness to publicize performance achievements, frontier model developers systematically avoid sharing standardized safety evaluations. This opacity makes it impossible for external observers to compare how different models handle risks or ethical considerations. The consequences of this transparency deficit are already materializing in the real world, with documented AI incidents surging from 233 in 2024 to 362 in 2025.

The pattern reveals an industry advancing rapidly on capabilities while retreating from accountability measures. Companies compete fiercely to demonstrate superior performance but resist similar competition on safety metrics. This asymmetry suggests that neither American nor Chinese leadership in AI capabilities addresses the fundamental challenge facing the field.

The closure of the US-China performance gap matters less than the widening chasm between AI capabilities and the transparency needed to govern them responsibly.
